Connecticut Clean Energy Fund, Under Round 2 of Project 150, Selects 11 Renewable Energy Projects

 

NOTICE OF THE RELEASE OF THE RE-ISSUED PROJECT 150 ROUND II REQUEST FOR PROPOSAL

The Connecticut Clean Energy Fund is happy to announce the release of the Re-issued Project 150 Round II Request for Proposal. CCEF is accepting proposals as of November 28, 2006 and all proposals must be received by CCEF at our office located at 200 Corporate Place, Rocky Hill CT 06067, by December 20, 2006, 3:00 pm. Major changes in the re-issued RFP from the previous release are:

  • Appendix A, Form C Contract Pricing – This appendix has been redesigned and all proposals, including those already submitted must deliver a revised Form C with their proposal or as an update to their proposal;
  • Section 4 of the RFP, Pricing Options – This section presents a detailed description of the pricing options approved by the DPUC and set forth in Appendix C of the Standard EPA;
  • Section 2.1 of the RFP, Solicitation Schedule – This section presents the revised solicitation schedule.

Project 150 Specifics - Round 2
Detailed in P.A. 03-135, the legislation requires the state’s electric distribution companies to enter into minimum 10-year contracts for not less than 100 MW of Class I renewable capacity. Pricing under these contracts will include a premium of 5.5¢ per kWh.

These long-term power purchase contracts must be filed by July 1, 2008 and be with projects that:

  • Receive funding from the CCEF,
  • Began operation after July 1, 2003, and
  • Are at least 1 MW in capacity.

What are Project 150 Projects?

The Project 150 solicitation focuses on projects that:

  • are beyond the pre-development stage;
  • use commercially available technologies;
  • have already achieved substantial progress in permitting and site control; and
  • are ready for deployment.

What Changed in Round 2?

  • Increase in project size to 30 MW
  • Projects must be located in Connecticut
  • Increase in total solicitation to 85 MW
  • Additional financial incentives to Connecticut fuel cell manufacturers
  • Two new pricing options for Class I projects using natural gas as fuel
