Are CCEF grants available to increase the size of a solar PV system earned? 
Q) Are there CCEF grants available if a town wants to increase the size of a solar PV system earned through the Communities program?
 
A) Yes.  The CCEF will pay 50% of the cost of the additional kilowatts (kW), up to a total of $8,000 (the CCEF will, of course, pay 100% of the earned kW.)  Thus, a town can use part of its Energy Efficiency & Conservation Block Grant for this purpose.  Similarly, a town can purchase additional kW to meet the 4 kW minimum installation size.
 
Example: Town has earned 2 kW and wishes to purchase an additional 2 kW.  It must notify the CCEF, which will issue a Request for Bids to installers for both a 2 kW and 4 kW system, and select a winning bid.  If the winning bid proposed $18,000 for a 2 kW system and $30,000 for a 4 kW system, the town’s share would be $6,000 (50% of $12,000, the difference between $30,000 and $18,000.)  The CCEF’s share would be $24,000 (100% of the earned kW, or $18,000, plus 50% of the cost of the additional kW, or $6,000.)  By simply requesting the alternative bid, a town does not become legally bound to accept the cost of the additional kW; rather, it is free to approve or reject the proposal.  If it rejects the proposal, the town must wait until it has achieved enough points to earn a 4 kW system.
