Supporting On-Site Generation Projects
Notice Regarding the OSDG Best of Class, Public Building and Affordable Housing Request for Proposals
After a thorough review of the current commercial demand for on-site solar photovoltaic (PV), fuel cell and other technologies eligible for incentives from the Clean Energy Finance and Investment Authority (CEFIA), formerly the Connecticut Clean Energy Fund (CCEF), CEFIA has decided to offer On-Site Renewable Distributed Generation (OSDG) grants under a Best of Class, Public Buildings and Affordable Housing Request for Proposals (RFP). CEFIA will be offering this RFP to bridge the time between the launch of the Zero-Emission and Low-Emission Renewable Energy Credit (REC) programs available to the market and to prepare the market for the transition from a grant-based program model to a REC-based program model. Although the round will offer grant incentives, the RFP will include a methodology to develop incentive requests on a REC-based program model basis. The RFP will be split into two separate solicitations. There will be a competitive RFP for solar photovoltaic (PV) and a rolling submission RFP for fuel cells and other eligible technologies. The competitive, PV-only solicitation was released on September 12, 2011 and will be closed on December 30, 2011. The rolling submission RFP was released on October 18, 2011 and will be closed on March 30, 2012.
Public Act 11-80, An Act Concerning The Establishment Of The Department Of Energy And Environmental Protection (DEEP) And Planning For Connecticut’s Energy Future, recently signed into law by Governor Malloy, creates Zero-Emission and Low-Emission REC programs to provide incentive funding for commercial clean energy generating projects. Beginning in 2012 the Zero-Emission REC program will be the primary incentive funding mechanism for commercial solar PV, wind, hydro and other non-emitting Class 1 technologies. Low-Emission RECs will be awarded to technologies such as biomass, fuel cells and other Class 1 fuel sources and technologies meeting the statutory emissions definition (no more than 0. 07 pounds per megawatt-hour of nitrogen oxides, 0. 10 pounds per megawatt-hour of carbon monoxide, 0. 02 pounds per megawatt-hour of volatile organic compounds, and one grain per one hundred standard cubic feet). Both the Zero-Emission REC and the Low-Emission REC programs will be managed by electric distribution companies and the Public Utility Regulatory Authority (PURA), formally the Department of Public Utility Control, a branch of the newly created DEEP.
While the Zero-Emission and Low-Emission REC programs are being developed and implemented, potential clean energy project hosts, developers and financiers will have questions as to how to develop projects eligible for one of these programs. In addition to opening a new Round of the OSDG RFP, CEFIA will be monitoring the development of these programs and will be available to provide technical and financial modeling assistance to such entities in their efforts to develop projects eligible for a long-term REC contract. Program Information
If your business or institution is serious about installing an on-site renewable energy system, CEFIA can help you pay for the generating equipment through its OSDG Program.
The OSDG Program helps finance the installation of systems that generate electricity from the sun, wind, fuel cells, biomass, landfill gas and river flows. The program also supports the installation of waste heat recovery/power generation equipment. The amount of the grant depends on the economics of the installation.
Connecticut businesses and institutions may qualify for this program if they:
- Plan to install a qualified renewable energy generation device.
- Own and operate the facility or serve as a third-party energy service provider.
- Are customers of Connecticut Light and Power Company or The United Illuminating Company.
The successful, previous version of the program, which closed on June 30, 2010 when funds were fully committed, supported the installation of over 200 renewable energy generating systems at commercial sites across Connecticut. The systems, representing an aggregate installed capacity of 20 MW, are installed or in progress at diverse locations including businesses, schools, hospitals, science centers and municipal facilities. Following the closing of the OSDG Program at the end of fiscal year 2010, CEFIA re-evaluated the program and implemented revisions enabling CEFIA to effectively manage applications given tighter program budgeting.
Highlights of OSDG Program revisions:
- The program is now competitive for PV projects. CEFIA staff will select and recommend only the strongest projects for funding.
- CEFIA will issue requests for proposals (RFPs) and set application deadlines.
