Hartford, Conn., December 2001 - In 1998, Connecticut's General Assembly had a vision to develop a fund to foster the growth of renewable energy in the state to benefit Connecticut ratepayers. From that piece of legislation, the Connecticut Clean Energy Fund (CEF) was created and established in 1999.
