Bryan Garcia
President

Bryan was named president of the Connecticut Clean Energy Fund in 2011. Among the initiatives he oversees are incentive programs to support the installation of clean energy systems at residential and commercial sites, an incentive program to support development of new clean energy technologies, and the award winning Connecticut Clean Energy Communities Program.


Prior to rejoining CCEF in 2011, Bryan was program director for the Yale Center for Business and the Environment. At Yale, Bryan led efforts to develop a leading global program responsible for preparing environmental leaders for business and society. He also served as co-editor of Carbon Finance: Environmental Market Solutions to Climate Change and Carbon Finance II: Investing in Forests for Climate Protection, publications that present the opinions and experiences of leading practitioners in finance, global carbon markets, and the business of climate change.


Bryan also co-founded Earth Markets, a Connecticut company that helps to accelerate the deployment of clean and efficient energy technology in homes and businesses.

 

Previously he was director of energy market initiatives at CCEF, where he created the Connecticut Clean Energy Communities Program and served as the climate change coordinator for the Governor's Steering Committee on Climate Change. 


Additionally, Bryan served as chairman of the Connecticut Green Building Council, a board member of SmartPower and the Clean Energy Finance Center, and an advisory committee member of the Clean Energy States Alliance, The Climate Group and the Connecticut Hedge Fund Association.


Early in his career, Bryan was a Peace Corps Volunteer specializing in NGO capacity building and environmental education in the Republic of Kazakhstan. He holds a Bachelor of Science degree in political economy of natural resources from U.C. Berkeley, masters degrees in public administration and business administration from New York University, and a Master of Environmental Management degree from Yale University.

Jocelyn Anastasiou
Project Associate

Jocelyn supports voluntary market initiatives and educates the public about the benefits and availability of clean energy. She manages the Connecticut Clean Energy Fund’s formal and informal education programs, including Learning for Clean Energy Innovation, Clean Energy Climate Solutions and the Connecticut Science Center’s Energy City gallery. Additionally, she oversees efforts on behalf of CCEF to promote green workforce development in Connecticut. Previously, Jocelyn was part of the marketing team at Connecticut Innovations. Jocelyn is a certified K-6 elementary school teacher and spent several years teaching in the public school system. Jocelyn holds a Master of Arts degree in elementary education from Sacred Heart University and a Bachelor of Science degree in communications from Eastern Connecticut State University.

 

Christin Cifaldi
Project Manager

Christin supports the growth, coordination and development of the incentive programs for renewable energy projects. She manages the CT Solar Lease program as well as the Solar PV Rebate Program. In addition, Christin oversees commercial solar projects funded through the On-Site Renewable Distributed Generation Program and manages CCEF’s Renewable Energy Credit portfolio. Prior to joining the Connecticut Clean Energy Fund as a project associate in 2008, Christin worked for the Connecticut Housing Finance Authority evaluating affordable housing developments in communities across the state.

Christin holds a master’s degree in business administration from the University of Hartford and a bachelor’s degree in real estate and urban economic studies from the University of Connecticut’s business school. Beginning in the fall of 2010, Christin will be attending the University of Connecticut part time and working toward achieving a Graduate Certificate in Public Financial Management from the Department of Public Policy. 

 

Bill Colonis
Project Manager

Bill joined the Connecticut Clean Energy Fund in 2007. He supports the implementation and development of the incentive programs for small renewable energy systems, including the Small Solar PV Rebate Program, Solar Thermal Incentive Program and Ground-Source Heat Pump Incentive Program. Bill was promoted to his current position in 2009, having previously served as project associate. He has been a small business owner and has worked several years in the environmental consulting industry in both New York and Connecticut. Bill holds a Master of Science degree in environmental management from the C.W. Post Campus of Long Island University and a Bachelor of Arts degree in psychology and education from Merrimack College.

 

Keith Frame
Director, New Technologies

Keith evaluates proposals from developers seeking funding to support the development of new clean energy technologies or innovative combinations of existing clean energy technologies. Keith coordinates and oversees Connecticut Clean Energy Fund project budgets and disbursements. He had previously spent nearly 20 years in the power industry at Northeast Utilities. Keith holds a Bachelor of Science degree in aeronautics and astronautics engineering from the Massachusetts Institute of Technology. 

 

Loyola French
Paralegal

Loyola is a paralegal supporting the legal and regulatory team of the Connecticut Clean Energy Fund. Under the supervision of the director of regulatory policy, her responsibilities include assisting with the drafting of various legal agreements relating to renewable energy projects; assisting in contract administration and tracking; and maintaining records of dockets, pleadings, and statues. She brought to CCEF law firm and court system experience. Loyola attended Elms College, Eastern Connecticut State University and Manchester Community College, earning a paralegal degree.

 

David Goldberg
Director, Strategic Initiatives

As director, strategic initiatives, David focuses on creating new market and program opportunities for the Connecticut Clean Energy Fund on behalf of ratepayers throughout Connecticut.  David joined the CCEF team in 2007.  Previously, he had been managing renewable energy policy and programs for the Department of Public Utility Control.  David briefed commissioners and executive staff members on research and policy analysis along with coordinating action.  Furthermore, he served as a department spokesperson, backup legislative liaison, representative on numerous state, regional and federal committees including the Connecticut Department of Emergency Management and Homeland Security, Connecticut Climate Change Coordinating Committee, Washington Action Alert Committee, ISO-NE Capacity Protocol Committee and NEPOOL GIS Committee.

 

David received a Bachelor of Arts degree in organizational communications with a primary focus on public and private management and a Master of Business Administration degree.

 

Dale Hedman
Director, Project Development

Dale evaluates project proposals involving commercially available fuel cell, solar, biomass, landfill gas and wind equipment technologies and determines what financial and/or technical support the CCEF might be able to offer to make the projects economically viable.

 

Prior to joining CCEF, he was with US Energy Biogas Corporation, Yankee Energy Services Company's Energy Division and the Public Utilities Commission of Ohio.

 

Dale holds a master's degree in business administration from Xavier University and a bachelor's degree from Ohio Wesleyan University.

Dave Ljungquist
Associate Director, Project Development

Dave's career has been concentrated in new business and product development for both large companies and small, entrepreneurial companies. His involvement in the energy field began in 1990, when he worked for Nitech, Inc., a joint venture between Niagara Mohawk Power Co. and a small Connecticut product design/engineering firm. He subsequently joined Northeast Utilities as that organization was gearing up to meet the challenges of deregulation. Following his time with NU, and before joining the Connecticut Clean Energy Fund, he helped with the startup of Nxegen, Inc., a company that provides energy monitoring and management services. Dave holds a Bachelor of Science degree in mechanical engineering from the Massachusetts Institute of Technology and a Master of Business Administration degree from Columbia University.

 

Lynne Lewis
Project Assistant

Lynne joined Connecticut Innovations in 2005. As project assistant, Lynne assists in the administration of the Connecticut Clean Energy Fund’s Solar Thermal Incentive Program and Ground-Source Heat Pump Incentive Program. She was promoted to her current position in 2009 after serving as administrative assistant to CCEF’s On-Site Renewable Distributed Generation and Operational Demonstration program groups. Before coming to CI, Lynne worked in diverse areas in a corporate environment, most recently as the program administrator for Aetna Inc.'s fleet car safety program. Prior to that, she had worked as a consultant in the company's ergonomics consulting department. Lynne has volunteered in various capacities for a number of civic, social, and health organizations/groups including the American Cancer Society of Connecticut and the Connecticut Valley Girl Scouts.

 

Neil McCarthy
Project Associate

Neil joined the Connecticut Clean Energy Fund in 2010. As a project associate in CCEF’s Project Development group, he provides support for the Geothermal Heat Pump Incentive Program and the Solar Thermal Incentive Program. Neil previously worked as a construction coordinator for a large-scale wastewater treatment facility in Cambridge, Massachusetts, and as a volunteer advocate for the ongoing Cape Wind project in Cape Cod, Massachusetts. Neil holds a Master of Science degree in environmental engineering science and management and a Bachelor of Science degree in civil and environmental engineering, both from Carnegie Mellon University.

 

Elizabeth Olney
Project Associate

Elizabeth joined the Connecticut Clean Energy Fund in 2009 as a project associate. She supports residential and commercial renewable energy incentive programs, including the CT Solar Lease Program, Solar PV Rebate Program, ARRA Commercial Solar PV Program and On-Site Renewable Distributed Generation Program. Prior to joining CCEF, she worked in the University of Connecticut’s Department of Agricultural and Resource Economics as a teaching and research assistant, with a special interest in energy economics. Elizabeth holds a Master of Science degree in agricultural and resource economics from the University of Connecticut and a Bachelor of Science degree in economics from Rensselaer Polytechnic Institute.

 

Selya Price
Associate, New Technologies

Selya joined the Connecticut Clean Energy Fund in 2010. She contributes to the implementation of programs supporting the development and commercialization of innovative clean energy technologies. Prior to CCEF, she worked as an analyst at the National Renewable Energy Laboratory supporting the Solar Energy Technologies Program. Selya holds a Bachelor of Science degree in chemistry from the Massachusetts Institute of Technology and a Master of Arts degree in mathematics from the City College of New York.

 

Rick M. Ross
Senior Project Manager

Rick joined the Connecticut Clean Energy Fund in 2007 as project manager for the On-Site Renewable Distributed Generation (DG) program. He is a seasoned project manager, having spent over 20 years in project development and management in the energy industry. Prior to joining CCEF, he worked for UTC Power as a project development manager in the commercial on-site power division. He has received several design patents in helping forge the way for the commercialization of on-site fuel cell power generation technology. Rick holds a master's degree in business administration from Western New England College and a Bachelor of Science degree in electrical engineering from the University of Connecticut.

 

Cheryl Samuels
Administrative Assistant

Cheryl joined the Connecticut Clean Energy Fund in 2009. She is the administrative assistant to the president of CCEF, chair of CCEF’s board of directors and director of strategic initiatives for CCEF. Previously, she served as a part-time receptionist for Connecticut Innovations and CCEF. Before coming to CCEF, Cheryl worked in diverse capacities within the corporate environment, most recently as a business support specialist for Iron Mountain Records Management. Prior to that, she was a telecommunications analyst for Aetna Life & Casualty. For several years Cheryl has also held a position with the town of Windsor, working at the front lending desk of the Windsor Public Library.

 

Kim Stevenson
Manager, New Technologies

Kim evaluates proposals and develops and manages programs to support development and commercialization of new clean energy technologies.  She has spent over 15 years in innovation and technology management, working with the senior management of Fortune 500 corporations and smaller organizations to conceive, develop and commercialize new products and services focused on energy, industrial and automotive markets.  Kim holds a Bachelor of Science degree in physics and a Master of Science degree in urban planning, both from the Massachusetts Institute of Technology.

 

Lucy Sullivan
Contract Administrator

Lucy is responsible for developing and maintaining a project/contract tracking and reporting system for Connecticut Clean Energy Fund programs. She brought to CCEF 20 years of business analysis, project management and database experience acquired from the insurance industry. Prior to joining CCEF, Lucy's most recent positions were senior business analyst with Travelers and financial controls manager with UnitedHealthcare.

 

Mary C. Vigil
Project Assistant

Mary started with the Connecticut Clean Energy Fund in 2004 as a temporary employee and became part of the staff in 2005. She previously worked at UnitedHealthcare as a facility coordinator. Mary brought to CI over 15 years of secretarial and administrative experience.

 

Bob Wall
Director, Energy Market Initiatives

Bob manages the CCEF’s community and education programs including the award-winning Connecticut Clean Energy Communities Program. Building upon two decades as an attorney who specialized in environmental and public health issues and a grass-roots organizer/marketing campaign director for renewable energy, he seeks to increase the voluntary demand for clean energy by creating model, sustainable communities.

 

Bob serves on a number of boards and committees including the Connecticut Climate Change Coordinating Committee, Connecticut Green Building Council, Connecticut Wind Working Group, Fairfield Clean Energy Task Force, Greater Bridgeport Community Enterprises Inc. and Institute for Sustainable Energy at Eastern Connecticut State University. He is also active with many state and local organizations dedicated to sustainable energy, transportation and food choices.

 

Bob earned a Bachelor of Arts degree from Wesleyan University and a Juris Doctor degree from Fordham University School of Law.
